Comment: The Earth-One Atom is not the Earth-Two Atom, who was introduced in ALL-AMERICAN COMICS #19.
Ray Palmer is named for famed science-fiction editor Ray Palmer, former editor of Amazing Stories.
Synopsis: Scientist Ray Palmer discovers a white dwarf star fragment landed on Earth as a meteor.  He fashions a lens from part of its mass and focuses ultraviolet light through it in a successful attempt to shrink objects with the resultant beam, but the objects explode after a short time.  Later, on a spelunking trip with his fiancee, lawyer Jean Loring, and her nature club, Ray and the others are trapped by a cavein.  He secretly uses the lens to shrink himself to six inches in height and enlarges a hole to enable them to escape.  Another pass through the lens’s beam enlarges him to his usual six-foot size, and he judges that water bearing certain chemicals which dripped from the cave ceiling onto the lens caused the reversed reaction.  After freeing Jean and the nature club, Ray tries further experiments and learns that he can safely reduce himself in size, but not other objects, which continue to explode upon shrinking.

Comment: The Atom first appears in costume in this story.
Synopsis: Ray Palmer creates a blue-and-red costume for himself out of the matter of the white dwarf star, which is intangible and invisible in its six-foot state but which appears when he shrinks to six inches or below.  He governs his shrinking power through a control in his belt buckle, which sends a wave of ultraviolet energy through his costume and enables him to control his height and weight.  In his new identity, he calls himself the Atom.  He first uses his new identity to fight and defeat a six-inch alien, Kulan Dar, who needs Europium to teleport himself back to his own planet and who has been forced to commit crimes by an Earth crook,  Carl Ballard, who has used Kulan’s Dominator device on him.  The Atom defeats both Kulan Dar and Ballard, frees Kulan from Ballard’s domination and gets him enough Europium to return to his homeworld, and turns Ballard over to the law, helping Jean Loring win her first court case.

Thanks Grendel. You are right.
In fact I just checked only a few of the Action issues
before posting. I got them from an old Action comics torrent more than one year ago. I'll see if  have complete scans somewhere.

Thanks a lot for this. As a matter of fact i was only interested in the "action comics" part of your torrent and it seems that the Atom mini story is missing in issues: 427, 433, 435, 438, 439, & 463(but i'm not sure if this one is suppose to have an atom story in it).
Also issue 521 is also weird, some pages are available twice in the middle of the superman story.

thanks anyway for the share, if you could replace those  youd' make me a happy man

ditto what rishab said. I've got this, but lots don't  I love the Atom. He was one of my favorite characters as a child. I've recently been reading some of the 1960's stories asa it happens.
