INSTALLATION INSTRUCTIONS:

your norton is up to date because you didnt look your calendar settings. try to change it in your day. not late. but the date to day and try to update and restart it again. working 100%

Norton is notorious when updating... Try uninstalling completely and reinstalling. Maybe some .dll files needed to be updated before the first installation but wouldn't because Windows always messes up simple things...
